People operations

People operations is a modern term for human resources that treats employees as internal customers and uses data to improve their experience.

People operations is a name for HR that puts more weight on employee experience and data, and less on compliance paperwork. Google popularized it under Laszlo Bock in the 2000s.

In practice, the work is similar: hiring, onboarding, pay, benefits, performance and culture. The difference is mostly in approach. People ops teams tend to treat employees like customers, measure everything and redesign processes that frustrate people.

What the research says

Employee experience is the heart of the people ops idea, and HR and employees rate it differently. In SHRM’s 2025 State of the Workplace research, 49% of HR professionals and 56% of HR executives said their organization was effective or very effective at employee experience. Only 42% of US workers agreed1. It was also the second most common HR priority in 2024, named by 31% of HR professionals, behind recruiting at 43%1.

HR teams have grown in the meantime. SHRM’s 2025 benchmarking put the median at 1.98 HR employees for every 100 employees, up from 1.58 in 201723.

An example

A 300-person healthcare staffing company renames its HR team people operations and starts with one process employees complain about. Getting an employment verification letter took about a week and three emails.

The team times each step and finds the letter waited on a manager sign-off that nobody read. They remove it and set up a template employees can request themselves, and letters now go out the same day. The next target is time to first paycheck for new hires, the most common complaint in exit surveys.

How to run HR as people operations

The work is the same as HR. What changes is how you decide what to fix first.

  • When the same complaint keeps coming up, fix the process behind it.
  • Measure a few things employees feel, like time to answer an HR question or time to first paycheck.
  • Ask employees before redesigning a process, and check with them again afterward.
  • Keep compliance work visible. Payroll, leave and records still have to be right.
